Jon Paul Burden brings more than 20 years of experience in special education leadership at both the district and state levels. In his current role as Director of Special Education for Mesa County Valley School District 51, he leads special education and early childhood programming serving thousands of students across the district.

His career has also included statewide leadership with the Colorado Department of Education, where he supported special education directors across Colorado through technical assistance, professional development, data analysis, and guidance around state and federal special education requirements.

Jon Paul has served in leadership roles spanning special education, gifted education, English language learning, and early childhood services. He has also taught graduate-level courses in special education administration and secondary transition planning and has contributed to statewide committees focused on special education policy, funding, and practice.

A recognized presenter on special education law, eligibility, IEP development, and services for students with disabilities, Jon Paul brings both deep expertise and a strong connection to the Western Slope. We’re especially pleased to have him help open this year’s conference and set the stage for two days of learning, connection, and practical conversations focused on belonging and participation.

Jon Paul will also share his expertise in a breakout session, Basics, Nuances, and Specifics of Special Education Eligibility, giving attendees a closer look at the special education eligibility process from referral and evaluation through IEP development.
